As a U.S. Coast Guard searcher with several thousands hours searching for P.I.W.s, I can tell you that locating a person in the water from an aircraft is not an easy task. Your target size is about the size of a coconut floating in the water. That, combined with the forward speed of the aircraft and altitude, makes it even more difficult.
